I think posting your opinion on a website related to Education is very strong. (way to go!) This way, the parents who are interested in their children's education will see your message.
I also think your message will be even stronger if you somehow get the children to "want" to study English earlier on as well as their parents.
Mio, I am little worried that this is a very long discussed issue in Japan. Your message will need to bring something new to the debate to be recognised and heard.
I would also recommend a focus on students as your strategic group. I would anticipate that developing a student organisational base would add many new and important voices to this debate.
